Novi, Mich. — Novi City Council on Monday, October 12, 2026 listed a discussion regarding a potential electric bicycle e-bike ordinance on its regular meeting agenda at the Novi Civic Center.
The Ordinance Review Committee on October 5, 2026 also scheduled discussion on a potential ordinance to regulate electric bicycles, with Mayor Fischer, Mayor Pro Tem Casey, and Council Member Staudt on the roll call.
Mobility Committee packet minutes state that Michigan Vehicle Code does not prohibit e-bikes or scooters on sidewalks, but the City can work restrictions into their ordinance. Motorbikes and mopeds are a separate category and are not allowed on sidewalks.
The same minutes note rising complaints on the ITC Trail and about e-motos or mini bikes at Lakeshore Park, plus more complaints about e-bikes on sidewalks. Members discussed helmet rules, age limits, speed, and education rather than an all-out ban.
The committee agreed that an all out ban would not be appropriate but that additional safety regulations would be warranted, with a draft communications plan geared toward middle school and high school kids for fall 2026 and spring 2027.
