Once landlords successfully complete the LRRP program and secure a Certificate of Compliance from the city, they will have the opportunity to apply for additional stipends, up to a maximum of $30,000. Managed by the local firm Alan C. Young & Associates PC, this initiative is expected to draw in at least 150 more housing units into compliance, depending on how many landlords opt-in.

The program also emphasizes affordability. Landlords participating in the stipends must commit to keeping rents at or below 80% of the area’s median income for a minimum of five years. This approach is designed to maintain rental affordability while ensuring properties are safe and livable.

In a city where only 16% of its rental housing was compliant with regulations, this initiative marks a significant transformation, nearly doubling compliance since 2021.
