An evaluation of the pilot shone a spotlight on its brilliance, highlighting that cases in the participating courts were being resolved much more quickly, leading to much better experiences for both victims and witnesses. Specifically, the pilot was found to have a really positive effect on how long criminal justice journeys took and played a huge part in bringing down the backlog of summary trials. Courts involved in the pilot saw a staggering 31 percent reduction in the number of scheduled summary trials. Compare that to a 10 percent increase in non-pilot courts during the same period – quite the contrast!

The benefits didn’t stop at just clearing backlogs. During the pilot period, it’s estimated that a massive 18,000 witnesses, including roughly 11,000 police officers, avoided being needlessly cited or re-cited to attend court. For domestic abuse cases in the pilot courts, there was a truly notable reduction of up to 34 percent in initial citations for police officers, which means around 5,000 citations weren’t served on operational officers. Imagine all those officers freed up to be out on the front lines, serving their local communities!

In one major city, specific figures showed an amazing 46 percent increase in guilty pleas entered before trials were even set and witnesses cited. There was also a 31 percent decrease in trials that were actually called and a substantial 37 percent reduction in outstanding trials. These efficiencies are a game-changer, allowing more police officers to be available for crucial frontline duties within their communities, making our neighborhoods safer.

The good news keeps coming: the full national rollout of Summary Case Management to all sheriff courts across the country is currently underway and is expected to be fully completed by December 2025. This gradual introduction will initially concentrate on domestic abuse cases before moving on to other non-domestic abuse cases in each court. The consistently positive results seen throughout the pilot phases truly emphasize the initiative’s incredible potential to fundamentally transform the summary criminal justice system throughout the nation.
